Mark Winston has more than 35 years of experience as a business attorney and litigator. His business practice primarily involves the acquisition and disposition of real estate and operating businesses, the preparation and negotiation of organizational, construction and employment agreements, and office and retail leasing agreements. He also performs legal services on behalf of businesses engaged in the management of recreational, sports and leisure facilities. He has extensive litigation experience in construction law and real estate and partnership disputes.
Mr. Winston served as a commissioner (1980-94) and chairman (for four years) of the Montgomery County (Maryland) Housing Opportunities Commission, the County’s public housing authority and housing finance agency. He was a member of the Maryland State Transportation Commission from 1998 through 2003, serving as chairman from 1998 through 2002. Mr. Winston also served by appointment as a member of the State Roads Commission. Mr. Winston now serves as the chairman of the Montgomery County Executive’s Transit Task Force.
Mr. Winston is admitted to practice law in the State of Maryland and the District of Columbia. He is a member of the American, Maryland and Montgomery County Bar Associations, and is a member of the Bars of the Court of Appeals of the State of Maryland, the District of Columbia Court of Appeals, the United States Circuit Court for the District of Columbia, the United States District Court for the District of Columbia, and the United States District Court for the District of Maryland.
Mark Winston has been engaged in the continuous practice of law since graduating from Georgetown University Law Center in 1974, and finishing a judicial clerkship with the Honorable David L. Norman, Associate Judge of the Superior Court of the District of Columbia. He completed his undergraduate education at Georgetown University in 1971, earning a Bachelor of Science in Business Administration.
